As a signatory to the United Nations Framework Convention on Climate Change (UNFCCC), the United States has been reporting an economy-wide inventory of greenhouse gas (GHG) emissions and removals since the mid-1990s. Estimates of GHG emissions and removals from forest land, woodlands in the grassland category, and urban trees in settlements are compiled by U.S. Department of Agriculture (USDA) Forest Service researchers and are based primarily on National Forest Inventory (NFI) data collected and maintained by the Forest Inventory and Analysis (FIA) program within the USDA Forest Service. The estimates of GHG emissions and removals provided in this publication are based on the compilation reported in the Land Use, Land-Use Change, and Forestry chapter of the U.S. Environmental Protection Agency (EPA) submission to the UNFCCC. These data include 1990 to 2022 estimates of carbon net flux and 1990 to 2023 estimates of carbon stocks and land use/land use change area from the United States, American Samoa, Guam, Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands. Included in this data publication are 21 tables of estimates and 2 tables of quantitative uncertainties, which provide results by individual states, regional ownerships, National Forests, and Tribal Ownership. These estimates are being provided in tabular data format to make them more accessible for use in sub-national reporting or further analysis. For more information about these data, see Domke et al.
